The guy who owned my 2002 Honda Shadow must have dropped it on its right side because there is a scuff mark. Some rust is forming in the scuff mark now. Is the best way to handle this to sand it off? I assume the area afterwards need to be treated with something to prevent the rust from returning?
Use a thick nap terry towel and some chrome polish on the rough area.
This will remove superficial rusting and help add shine to the remaining plating.
Avoid the terry towel around the nicer parts of the chrome as it may cause marring. Marring on chrome is essentially permanent.

I can live with marring on the chrome, it is the rust I am more worried about.
A terry towel and chrome polish will remove rust? I thought I would need something more abrasive.

Aluminum foil or #000 steel wool.
Any heavy metal polish, ie: Wenol

Aluminum foil? Never would have guessed that, I will have to give that a try.

Yes, if it's surface rust. I figured that was it from what you said, but that was ... an assumpiton. Woops :p
Now, if it's that crusty, metal eroding rust, it wouldn't be the fastest way to go. The steel wool or foil ideas are better in those situations.

what about royal purple? I've used that stuff to remove the rust, then polish the area down and then seal it off.
